Subject: Bureau of Energy Efficiency is inviting Stakeholder Comments on Draft Energy Conservation Guidelines developed for Indian Industries

Preamble: Under Indo-Japan Energy Dialogue, Government of Japan had proposed to support Government of India to develop Energy Conservation Guidelines and Energy Management Manuals which will help for smooth implementation of PAT scheme in Indian Industries. Japan has already developed such Energy Conservation Guidelines for various sectors of industries and these guidelines are used by industries to establish their factory specific Energy Management Manual.

Under this Japan-India Corporation, draft Energy Conservation Guidelines for energy intensive industries of India are developed. These guidelines will help the management and operators of the industries to manage energy consumption by standardizing the energy performances of various energy consuming equipment and systems deployed for manufacturing process. These Guidelines will serve the purpose of establishing certain minimum parameters or Benchmarks which may be adopted as a reference by the Industries.

It is a ready reference of standard and target benchmarked energy performance values for major energy consuming equipment which will guide individual industrial units to prepare “Energy Management Manual”  for various energy consuming facilities to achieve energy saving. The Energy Conservation Guidelines comprises of four distinct sections that are (1) Management and control, (2) Measurement and recording, (3) Maintenance and inspection and (4) Installation of new facility which focus on relevant instructions concerning routine operations of respective utilities.
